Dr. Neff most recently served in roles at Northern Arizona Healthcare where he worked in the roles of Clinical Innovation Officer and Chief Medical Officer. Prior to his medical studies, he completed a graduate degree at Penn State and pre-medical studies at University of Philadelphia. He earned his medical degree at Drexel University College of Medicine and completed his internship and residency at University of Pennsylvania. Dr. Neff also holds a Masters of Business Administration from the University of Massachusetts and is a Certified Physician Executive with the American Association for Physician Leadership.

Dr. Klain, Chairman of the CMO Search Committee, stated, “His personality as well as his training and experience will enable Dr. Neff to carry out the duties of Chief Medical Officer and to provide a healing environment and direction to implement strategies to fulfill IRMC’s mission and vision.”

On December 10, 2020, Dr. Neff joined the local radio show to discuss his time in Indiana so far. When asked about the future and why he chose to come to IRMC, Dr. Neff said, "One of the things that I very much appreciated was the team leading this hospital. The fact that as a small regional healthcare community and hospital, IRMC has been able to bring advanced medicine here to the Indiana County region to be able to care for the people so you don't need to go to Pittsburgh." Regarding the COVID-19 pandemic, Dr. Neff reminded the community to wash their hands, wear a mask, and avoid gatherings outside of your household.
